Don’t lobby for personal schemes: CM
Funds soon for DPGC, Kamki
AALO, Apr 4: Chief Minister Kalikho Pul appealed the people not to lobby for individualistic schemes rather to support the govt in its endeavor for all round development of the state. He made this appeal while addressing a meeting at Donyi Polo Government College (DPGC), Kamki on Monday.
He said that funds under state govt, NEC and Centre would be synchronized to achieve the prioritized goals.
Since, there is limited resources, it need to be prioritized, Pul said.
Meanwhile, Pul visited the college unannounced to get an accurate picture of the prevailing conditions.
Finding the DPGC college faculty room without proper water facilities in toilet rooms, he instructed the PHED officials for immediate repair.
He visited the college library and inquired on the number of books and newspapers being subscribed. The chief minister also inspected the college classrooms, where he was informed of the overcrowded rooms. Each classroom accommodated 80 students in a room for 40. He also inspected the overcrowded and dilapidated college girls hostel.
In his inspection of boys hostel, the toilet rooms were found to be in pitiable condition. Concerned with the broken-down condition of the hostel facilities, the chief minister requested the concerned officials to take remedial measures assuring all support from the government.
Taking note of shortages of classrooms and books, the chief minister requested the authority for a proposal.
Earlier on way to hostel, the chief minister visited the college canteen where he interacted with the staff. He advised the college authority to debar sale of any alcohol in college vicinity. He discouraged the use of kutcha roofing to prevent fire accident.
Chief Minister assured to provide funds for repair of campus road with cement concrete one boundary wall and streetlights.
He lauded the leaders of the area for providing huge land for the Kamki govt college when there is shortage of land everywhere and said the area should be utilized properly and opined to develop another institution in the college area in future. Chief Minister asked the deputy commissioner and heads of the department to frequently visit the schools, colleges and hospitals in order to ensure that these institutions get regular basic services like water and power supply. He asked all the HoDs of the district to prepare an inventory of their departmental assets, man power and infrastructures so that the govt can make realistic plan for implementation.
Replying to a memorandum submitted by the principal of DPGC, Kamki, the chief minister assured to provide a vehicle for the college principal, for posting of sufficient subject teachers and also for carpeting of the college internal roads.
Earlier, the chief minister and his entourage made an aerial survey of the Likabali-Aalo Trans Arunachal highway as well as Aalo Township.

Crop insurance Project will help farmers: Ering

JAIRAMPUR, Apr 4: A day long awareness programme on Pradhan Mantri Fasal Bima Yojna (PMFBY) was organized by Krishi Vigyan Kendra at Jairampur on Monday.
Attending the programme, MP Ninong Ering called on the farmers to take maximum benefit from the programme. “Though our state doesn’t have the history of drought or farmer suicide, the project will help our farmers benefit from the minor crops failures caused by hailstones and torrential rains,” Ering added.
He said, “Seventy percent of the population are farmers and lives in villages and PMFBY will ensure that their livelihood doesn’t get affected by natural calamities”. He also suggested the farmers to focus on low investment and high yield crops. “In recent years, the inclination of local population has been more towards agriculture and such security against crop failures will obviously help that interest to grow further, Ering added.
Nampong-Jairmapur MLA Laisam Simai acknowledging the farmer contribution to enhance national and regional economy said, “PMFBY will prevent the massive losses farmers incur due to natural calamities like draught”.
“Natural calamities in some part of the nation has been brutal which has added to the farmer suicide rates, insuring the crops will stop the farmers from taking such drastic steps,” said Simai.
Further he said, KVK Changlang (Jairampur) is the youngest from all the KVKs and the locals are unaware of its primary role. He suggested the KVK to erase the gap that exists between them and the farmers. “It will enable the local farmers to yield maximum benefit from the reputed institute,” Simai added.
Simai also asked them to invite local farmers of the district to their high yield demonstration farm and educate how to improve the productivity by improving their crop choice and agriculture method. He also insisted on imparting demonstration in the field as most of the farmers are illiterate and sometime they don’t catch up the theory imparted by the scientist.
Joint Director, Agriculture, Nini Pertin said KVK is a single window service centre and farmers should come forward to seek all sort of technical assistance or scientific help.
Earlier, KVK Changlang (Jairampur) Programme Co-ordinator Dr Narendra Kumar explained the benefits of PMFBY.
Among others Nampong ZPM, R Morang, Rima-Putok ZPM, R Tikhak, Jairampur ZPM, Tusam Longri and HoDs of Nampong-Jairampur along with panchayat members, public leaders attended the awareness programme.
Aboh tell farmers to insure crops
Meanwhile, one day awareness – cum- farmers’ fare programme on Pradhan Mantri Fasal Beema Yojna was held at KVK Deomali on Monday. 312 farmers attended the programme. The programme was inaugurated by MLA, 56th Khonsa West Assembly Constituency, Tirong Aboh who advised the farmers to insure their crops under “Pradhan Mantri Fasal Bima Yojna “ as affect of climate change is being faced day by day by the farmers of the district. SDO, Deomali, B. Puroik discussed different issues of “Pradhan Mantri Fasal Bima Yojna” while the Programme Coordinator, KVK Tirap, Deomali, Dr. Indu briefed the aims and objectives of the programme. ZPM, Deomali N. Songthing also highlighted the key points of crop insurance scheme and encouraged farmers to adopt it. As a part of the programme of soil health cards were distributed to the farmers.
Rina emphasize on organic farming, location-specific technologies
A similar programme was also conducted the same day at Pasighat by KVK, East Siang and College of Horticulture & Forestry (CHF), Central Agricultural University, Pasighat at the University’s ATIC-KVK building which was attended by 130 progressive farmers from Pasighat, Mebo, Ruksin and Nari-Koyu blocks.
Speaking on the occasion, MLA Nari-Koyu, Kento Rina emphasized on organic farming, soil testing and developing location-specific technologies favouring the need of local farmers. He suggested the line departments, banks and insurance companies to help farmers in adopting the PMFBY. He further called upon the KVK and CHF scientists to organize more such programmes and concentrate on developing location-specific farmers’ friendly technologies.
Earlier, CHF, Dean Dr. AK Pandey while highlighting the farmer-oriented activities carried out by College and KVK and advised the villagers to take up horticulture at a large scale.
District Agriculture Officer, YJ Lego urged the participating farmers to make good use of the knowledge imparted by the scientists on PMFBY in order to excel in crop insurance thus reducing the losses incurred to crop failure while, District Veterinary Officer, J Panor suggested the farmers to insure their animals.
KVK Programme Coordinator, Dr. Mahesh Pathak, NRM, CHF HoD, Dr. P. Debnath, KVK, CHF Scientist, Toge Riba, District Horticulture Officer and Project Director ATMA also interacted with farmers and shared their views on crop insurance.
National Ayush Mission conduct awareness cum free health camp at remote Anini
ITANAGAR, Apr 4: A Free Health camp cum awareness program was organized by Arunachal Pradesh Ayush society under the aegis of National Ayush Mission at Kaji primary school, Anini, Dibang valley District on April 2.
Homeopathy and Ayurvedic medicines was distributed free of cost to 360 patients.
Nodal officer Ayush NHM cum CCH member Dr. Teli Hotu briefed about the motive of Mission and its major role play in uplifting Ayush system by recruiting man powers, procurement of medicines establishment of education institution, hospitals and quality control of drugs in the state. He also mentioned that a place like Anini is well blessed by many valuable medicinal plants which need to be preserved by cultivations. He also encouraged the participants to cultivate medicinal plants under self help group which will economically boost the local farmers.
DC Dibang Valley, Tamune Miso encouraged the participants to use Ayush medicines as it is nature friendly and cost effective.
ZPM Dipen Molo asked the Ayush society to conduct such awareness cum health camp frequently to know more about the system and adopt it in their life.
DMO, Dr. Kipa Tuglik welcomed the initiatives taken by the Ayush society.

Depression is not only a state of being sad, though it is very common but a very serious mood disorder. Not only does it involve mind, it also involves the body and thoughts. It causes severe symptoms that affect how you feel, think, and handle daily activities, such as sleeping, eating, or working.
Signs and Symptoms: If you have been experiencing some of the following signs and symptoms most of the day, nearly every day, for at least two weeks, you may be suffering from depression:
• Persistent sad, anxious or “low” mood
• Feelings of hopelessness or pessimism
• Irritability, or anger outburst
• Crying spells
• Feelings of guilt, worthlessness or helplessness
• Loss of interest or pleasure in hobbies and activities
• Decreased energy or fatigue
• Difficulty concentrating, remembering, or making decisions
• Difficulty sleeping, early-morning awakening, or oversleeping
• Appetite and weight changes
• Thoughts of death or suicide or suicide attempts
Depression is caused by an equal combination of biological (including genetics), social, and psychological factors. A treatment approach addresses both psychological and biological aspects through psychotherapy and medication.
Sometimes depression can be easily avoided all together. Having a good home life and a high self-esteem somehow reduces the chances to be depressed. Doing little things like, talking about your problems and not bottling them up helps immensely to avoid emotional breakdowns. Avoiding extreme stressors which put you in a situation you cannot get out of and avoidance of drugs, cigarettes and alcohol also helps with staying healthy and happy.
Here are other tips that may help you or a loved one during treatment for depression:
• Try to be active and exercise.
• Set realistic goals for yourself.
• Try to spend time with other people and confide in a trusted friend or relative.
• Try not to isolate yourself and let others help you.
• Expect your mood to improve gradually, not immediately.
• Postpone important decisions, such as getting married or divorced, or changing jobs until you feel better. Discuss decisions with others who know you well and have a more objective view of your situation.
• Continue to educate yourself about depression.
Depression is not a matter to be taken lightly. It is not something to be dismissed but to take to heart and find help. Hundreds of people commit suicide each day because of depression. If you are or know someone who is depressed, get help. (Writer is a psychologist at Pasighat general hospital)
Centre controlling states through PR: Yechury
CHANDIGARH, Apr 4: CPI(M) general secretary Sitaram Yechury today attacked the Centre for imposition of President's Rule in Uttarakhand and Arunachal Pradesh saying since they cannot control state government through elections, they are trying to control through central rules.
"In this round of elections in Bengal, Kerala and other states, BJP is out of picture. That is what happened in Arunachal (Pradesh) and Uttarakhand and now they are targeting Himachal (Pradesh). They cannot get peoples' confidence and so they are subverting Constitution, he alleged. (PTI)
Construction agency clarifies
ITANAGAR, Apr 4: The constructing agency of C/O 15 men barrack at Mengio PS has reacted to the allegation leveled against it by All Papum Pare Indigenous Youth Federation (APPIYF). APPIYF had complained against the agency, M/S Kunia Enterprise, claiming that the work which was to be completed within eight months is yet to be completed and is way past the set time frame.
The enterprise clarified that the site for the project is being used as cardamom garden by the department staff.
The department concern has neither allotted construction site nor they have evacuated the cardamom garden, it claimed.
The agency also provided a copy of the letter to Papum Pare SP by EE APH & WCL, PHQ, dated February 10 last; asking him for handing over of the site for the project.
Transport Federation upset at requisition of vehicles by Assam
ITANAGAR, Apr 4: All Arunachal Pradesh Public Transport Federation (AAPPTF) led by its president Dobing Sonam, in a representation addressed to the chief secretary on Monday has expressed dismay over the requisition of Arunachal based vehicles by the Assam government for assembly elections.
Stating that most of the passengers travelling in these vehicles are either patient from rural areas travelling to avail medical facilities or having urgent works, the federation added that the people have been left helpless due to usage of the vehicles in the election.
“As you are aware that in order to reach different parts of Arunachal Pradesh, there is no other way but to travel through Assam. We request your office to take up the issue with the Assam government for coming to a just, proper and everlasting solution,” AAPPTF wrote in its letter.
Govt to release fund by April
ITANAGAR, Apr 4: Chief Minister, Kalikho Pul has given approval for fund to be released to every department within April 2016.
The fund provision for salary, wages, pension including Grants-in-Aid in respect of Centrally Sponsored Schemes and delinked CSS and stipend to the respective departments will be released within April 2016.
CM also directed to release fund for office expenditure for three months within this April. Total fund of Rs 4550.00 lakhs for three months are being released within April.

ASSET reaches out to opium addict
Wakro, Apr 4: The Anu Shiksha Seva Trust informed that a twelve year old who was in the grip of the opium addiction has decided to quit and sought assistance from community elders.
Chairman, CALSOM, Wakro block Soleng Rangmang, community leader Somadang Tawsik, and youth activist Chowtho Mepong, escorted the young boy to Anugrah and he has been admitted to the Apna Vidya Bhavan.
The child will receive the needed attention and all assistance will be rendered in addition to free education, said Anu Shiksha Seva Trust (ASSET) Chairman Rohinso Krisikro.
DC hold interactive meeting, set to launch My Lohit app
TEZU, Apr 4: The Deputy Commissioner of Lohit district Danish Ashraf on Monday held an interactive meeting with government officers including head of departments and branch officers. DC shared his idea of launching a Mobile Application by the end of this month which will be titled “My Lohit”, where all the basic information of the departments, officers with their email ids and mobile numbers will be made available.

Villagers benefits from health camp
ITANAGAR, Apr 4: Over 60 villagers benefited from a day-long health camp conducted by RK Mossang Memorial Society, under its Targeted Intervention Programme for female sex workers and injecting drug users at Hetlong village in Changlang on April 2 last.
During the health camp, a medical team led by Jairampur CHC SMO, Dr. T Kodai attended to the patients and distributed free medicines.

Org seeks punishment to accused
ITANAGAR, Apr 4: Strongly condemning the brutal murder of Zilla Taku by unknown person(s) on the night of Mar 23 last, the All India Tribal Students Association, Assam (AITSAA) has demanded the law enforcement agencies to award exemplary punishment to the accused.
While extending heartfelt condolences to the bereaved family, AITSAA president Byabang Noah Dui has in a release on Monday further demanded the Assam police to thoroughly investigate the death of the youth and bring the culprits to justice at the earliest. The Association also appealed to the Assam government to extend ex-gratia to Zilla’s family.
Prayer hall inaugurated
ITANAGAR, Apr 4: A prayer hall at Shree Rang Frah Vidya Niketan, Changlang was inaugurated by Changlang North MLA Tesam Pongte on Mar 31.
Speaking in the function Pongte emphasized on working for the society and social causes. Pongte contributed some funds from DOTC for the school while Parliamentary Secretary, Hydro Power Project, also contributed through his MLALAD.

Different route
In last few days Chief Minister Kalikho Pul visited various ongoing infrastructure
projects within capital complex. These projects have been progressing at snail pace.
He has visited civil secretariat, assembly building, Tomo Riba State Hospital, etc.
Pul is also taking initiative to revive the medical college project at Pachin, Naharlagun.
The proposed land for the project was acquired in 1999 with all land compensation
awarded to the villagers. The foundation stone for medical college was laid by former
Deputy Prime Minister L K Advani on Nov 14, 2003. Regrettably the project never took
off.
While expressing determination to start the project, Chief Minister also made it
clear that if people are not willing to vacate the land, the government will be forced
to search for alternative sites for setting up of medical college. This was indeed
a very strong worded statement from CM. Hopefully villagers will immediately vacate
land and pave way for construction of much delayed medical college project. Also
on Sunday, Pul visited construction site of RCC Bridge between Abotani colony and
Niti Vihar. This bridge has been delayed for almost 2 years. CM served an ultimatum
to contractor and executing agency to finish work by April 24. He warned that if
work is not finished within stipulated time, no payment will be made. CM has shown
rare courage to send out such strong message. Arunachalee politicians are usually
known for playing safe as most of the time they are found to be hand in gloves with
contractor and govt. officials. Pul is trying to take different route to get the
work done. He has been using strong tactics but at the time showing empathy with
the people involved in the projects. If he manages to complete major developmental
project like proposed medical college at Pachin and Itanagar-Banderdewa four lane
highway, Pul will leave a lasting legacy and it will immensely enhance his reputation.

Incorporate CEA
Dear Editor,
Through your esteemed daily, I would like to convey the grievances faced by CEA employees
in various parts of the state. This may be considered as an open letter to DRA’s,
the Doctor's and particularly to the people who thinks we are doing it for fun, prestige
or for self interest. The incident which happen in Roing and Daporijo where the District
Coordinators and staffs of Clinical establishment were abused and literarily manhandled
by the doctors just for the reason that all the clinical establishments whether Govt.
Or Private should be registered under the Act by the initiative of CEA.
It hard to comment that their understanding reflects the quality and quantity they
hold in their respective domain. It has been more than 9 months since the appointment
of our job and yet in some districts they still dont hold any office chamber and
are forced to shift daily from door to door in search of empty office room. It’s
pathetic and on top, some DRA's are clueless what this CEA is about? It will be a
kind gesture if you do a little homework on CEA and its importance.
The CEA employees are just following the instruction laid down by officials at National
Council and by DHS, rather created by the individual like us. There was a huge debate
in parliament recently regarding its implementation and would like to bring to the
concern authority that we are no different from centre and we should be allowed to
do our job as we are all here to make better Arunachal under one umbrella. For the
record, all we demand is to give CEA Staff little space to serve freely without further
obstacles and interference under the DRA without discriminating in our service to
the society, as we are new to this profession. As the ACT is mandatory and applicable
to all we shall do so. As recruitment rules furnished by Govt of India, we are duty
bond to do and act so.
Through this daily, we like to remind the concern authorities/common public that
most of us are highly qualified and is of great use to the department and society
as a whole, it would be genuine if we are not discriminated and humiliated repeatedly
without collecting pro and cons of our work jurisdiction which would bring chaos
to the department and incident such as this is condemnable and will be no good to
the socio- economic development of the state. Lastly, lead us from the front and
we shall serve till the last.

Itanagar Zoo’s conservation success story
Dear Editor,
In response to the news item, “pathetic condition of Zoological Park irks AEF” by
one Taba Taku, Chairman, AEF in your local daily dated 29.03.2016, I would like to
clarify the following points for general information of all . Name of Zoo is “Biological
Park Itanagar” not “Zoological Park Itanagar” as mentioned in the release. Regarding
“rusty wire of tiger enclosure”, it is to inform that timely maintenance is done
as per requirement and it is an ongoing process keeping safety factors all the time.
Regarding “shortage of water supply”, it is to inform that there is genuinely shortage
of water supply. But to meet the day to day exigencies wells are been dug at different
location to augment the water supply. Further, department has requested PHED for
water supply from WTP, Poma, Itanagar but it could not be materialized till date
due to certain technical problem.
Improvement of living condition of animals including monkey and Langur, it is to
inform that enclosures are built as per the approved guidelines of Central Zoo Authority
keeping in view the biological requirement of inmates. Rather Biological Park Itanagar
is regarded as one of the best zoo in the country aesthetically. Central Zoo Authority
has granted recognition to our Zoo. It is to inform all that recognition is granted
only after all parameters are satisfactory as per its guidelines including sizes
of enclosures.
Regarding encroachment problem I would like to inform that there is zero encroachment
at Biological Park Itanagar at present rather department has annexed about 35.0 hectares
of jhum land to Biological Park recently from jhumias.
CCTV is also installed at strategic locations and it is functioning well.
In view of above, Zoo Management does not understand as to how Biological Park Itanagar
in present form is in pathetic condition. Expert visitors have appreciated the cleanliness
and naturalistic enclosures and quality of upkeep of zoo inmates of Biological Park
Itanagar all the time. The Biological Park, Itanagar has already earned the reputation
of being the first Indian Zoo to breed Hoolock Gibbon in captivity. Breeding of Hoolock
Gibbon in Biological Park, Itanagar, is seen as one of the unique conservation success
stories ever achieved by any Indian Zoo.

A Clarification
Dear Editor,
In response to the allegations leveled by Naying Danggen, AE, WRD against the staffs
of Land Management department, Pasighat which appeared in some of the local dailies,
the DLRSO Pasighat has clarified that the structure ( kitchen) was constructed illegally
as Naying Danggen AE WRD(TW&GW) has not obtained prior permission for its construction
from his superiors or District Administration.
He was served notices for its removal before issue of NOC which he did not heed to.
He has removed the structure after being compelled to do so. There would not have
been any problem if he had adhered to the notices before.
He also alleged that the verifying staff has sought money from him which he denied.
Taking serious note of the allegation, the DLRSO informed that official proceedings
have been started against the staff to find the facts.

Appointments and wait listed candidates
Dear Editor,
Through this esteemed daily, it is wish to throw light on the dilemma in the Department
of Education regarding wait listed candidates.
Following the previous norms as usual, in the last month of December 10-18, the Directorate
of Elementary Education, Govt of A.P Itanagar has conducted the walk-in-interview
to recruit PRTs & TGTs. Subsequently, the results were declared and selected candidates
as mentioned in the advertisement. Moreover, around 90 candidates were wait-listed
in 1:3 ratio (of both PRTs & TGTs). Out of these, wait listed 48 candidates were
too appointed later.
However, the remaining are still left and said not to be absorbed as it is illegal.
The question of its legality came when a candidate who was not selected filed a petition
in the court.
Who is he to stop other's rights?
Would Education Department defend its name & fame by absorbing all remaining candidates?
In every govt department usually all wait listed candidates are appointed later then
why not in this and will the appointments of wait listed candidates be cancelled?
Lastly, I would like to appeal Chief Minister, Education Minister, Secretary, and
Director to kindly look into the matter seriously & resolve it as soon as possible.
There is huge scarcity of teachers in the state so they may be appointed before the
commencement of new academic session.
